The entry date, supplier and legal status determine what changes in your cost file. Daily Tariff News and Trade Intelligence for September 14, 2026.
Quick Answer: What Actually Changed on September 13-14?
- Copper filings: Required smelt/cast declarations become a fatal-entry-summary check on September 14, 2026.
- Canada scope: CBP's 122 additions and 10 removals take effect September 15, 2026.
- Deposit changes: Spain methionine and Ecuador shrimp final results require company-specific checks from September 14, 2026.
- Preliminary reviews: Glycine, honey and quartz findings belong in scenarios until final results change deposit instructions.
- Whiskey relief: The September 13, 2026 announcement still needs verified implementation before savings enter the operating forecast.
- Confirmed: A published action can be confirmed before its effective date; check both dates.
- Active or Watch: An investigation or announcement does not by itself establish a payable tariff.
- Cash deposit: This is an estimated duty payment that may differ from the final assessed duty.
Your 60-Second Briefing
Start with the transaction that can fail: a covered copper entry summary missing its declaration. Then check the Canadian tariff lines changing on September 15, 2026. Those are immediate execution tasks.
The deposit notices need a different check: identify the producer or exporter before using a percentage. The preliminary reviews require another distinction: record the potential cost without treating it as the operating duty.
Procurement's useful deliverable is a short list of affected orders, each with an owner, a confirmed filing treatment and an unresolved question where evidence is still missing.
1. Copper filing errors can stop an entry summary
What happened
CBP's Automated Commercial Environment (ACE) begins rejecting covered copper entry summaries on September 14, 2026 when required primary-smelt and cast-country declarations are missing. The four classifications are 8544.42.10, 8544.42.20, 8544.42.90 and 8544.49.10; U.S.-origin goods are excepted. Error F794 is fatal. CBP permits "OTH" when a country is unknown, but the required declaration must still be transmitted.
Sources: CBP: copper smelt and cast reporting
The business consequence is a filing interruption even when the buying team has already approved the price and duty estimate.
Real-World Breakdown
Illustrative workflow: A cable supplier has sent an invoice and packing list, but the broker's entry record has no smelt/cast declaration. Procurement must obtain the missing information or coordinate the permitted unknown-country treatment with the filer. Changing the tariff percentage will not fix the missing record.
Procurement Action
- Trade Compliance: identify open entries in the four listed classifications and check the broker transmission.
- Procurement: assign each missing supplier declaration to a named owner; retain the supplier response.
- Broker/filer: confirm acceptance after correction and save the response against the entry file.
| Action | Confirm copper smelt/cast declaration is included in each covered entry summary. |
| Priority / Owner | High / Trade Compliance |
| Due Date / Status | September 14, 2026 / Open until the filing check is complete. |
| Notes | Reference CSMS 69711865; retain acceptance evidence. Update the existing copper task rather than duplicate it. |
The inspected calendar already contains a copper task but retains a September 14/19 date conflict. The linked CBP bulletin resolves the operative date as September 14, 2026. The image shows a proposed correction.

What to Monitor
Check broker acceptance and any subsequent CBP correction to the filing instructions.
2. Canada: 122 classifications enter the 50% duty scope; 10 leave it
What happened
CBP lists 122 additional classifications under headings 9903.03.12 or 9903.03.14 and removes 10 classifications. The revised treatment begins for consumption entries or warehouse withdrawals at 12:01 a.m. Eastern time on September 15, 2026. Proclamation 11065 also makes the affected motor-vehicle-related Section 338 duties additional to applicable Section 232 duties.
This requires an additions-and-removals check at the tariff-line level. It does not establish one combined duty rate for every Canadian product.
Sources: CBP: September 15 Canada filing instructions · Proclamation 11065, clauses 1 and 2
Real-World Breakdown
Illustrative calculation: For a $100,000 customs-value shipment newly subject to the 50% layer, that layer alone is $50,000. If an otherwise comparable line leaves the scope, removing that layer reduces the modeled charge by $50,000. Both examples exclude other applicable duties, fees and special valuation rules.
Procurement Action
- Trade Compliance: compare Canadian-origin SKUs against the complete CBP list and the proclamation annexes. Record whether each line is added, removed or unchanged.
- Finance: recalculate the affected layer and separately validate every other applicable duty; avoid a blanket 75% assumption.
- Procurement: assign exposed product actions before the relevant entry or withdrawal; review open orders and customer commitments.
| Product Name / Impact Level | Generated from Data Input; review the affected product in the source tab first. |
| Assigned To | Enter the responsible procurement or compliance owner in the white input cell. |
| Due Date | Enter the internal completion date appropriate to the September 15, 2026 cutover. |
| Completed | Select the completion indicator only after the owner verifies the action. |
| Status / Response Type | Automatic fields. Do not overwrite their formulas. |

What to Monitor
Check entry acceptance, subsequent technical corrections and the separate September 29, 2026 Canadian import-prohibition workstream. A scope change and an import prohibition require different shipment decisions.
3. Spain methionine and Ecuador shrimp require company-specific deposit updates
What happened
Commerce finalized an 8.20% antidumping margin for Adisseo España S.A.'s methionine. The new deposit treatment applies to covered consumption entries or withdrawals from September 14, 2026. The 37.53% all-others rate remains, subject to the notice's producer/exporter rules. Assessment of reviewed entries uses importer-specific instructions.
Sources: Commerce: Spain methionine final results
For Ecuador frozen warmwater shrimp, Commerce corrected Empacadora del Pacifico's subsidy rate from 15.17% to 15.18% and Nirsa/Procesadora Posorja's from 2.21% to 2.23%. The corrected deposits apply from publication. Commerce expressly says this expedited review is not a basis for assessing countervailing duties.
Sources: Commerce: Ecuador shrimp amended final results
Antidumping duties address sales below fair value; countervailing duties address foreign subsidies. A cash deposit is an estimated duty payment, not necessarily the final assessed liability.
Real-World Breakdown
Illustrative calculation: On $1 million of covered customs value, moving from 2.21% to 2.23% increases the deposit by $200. The 15.17% to 15.18% correction adds $100. These are increases of 0.02 and 0.01 percentage points, respectively, with all other costs held constant.
Procurement Action
- Match the legal producer/exporter name and case before changing any deposit instruction.
- Have the broker confirm the applicable entry date and rate; retain the notice beside the rate record.
- Keep the company-specific case register separate from a generic country/category lookup. Do not overwrite a total tariff estimate with one AD/CVD component.
| Country / Product Category / HS Code | Use the verified origin, product category and classification for the affected SKU population. |
| Tariff Rate (%) | Use a broker-confirmed applicable modeled rate; the company-specific deposit component must be reconciled outside the generic lookup. |
| Tariff Source | Retain the relevant Commerce notice and broker instruction as support for any override. |
| Data Input: Supplier / SKU | Keep affected supplier and product records distinct. Confirm that the lookup key does not collapse suppliers with different case rates. |
The inspected rate table has no dedicated producer/exporter case-number field. Use a supporting case register; this is not a claim that the workbook automatically resolves company-specific AD/CVD treatment.

What to Monitor
Monitor broker deposit instructions and review-period assessment separately. A corrected forward deposit is not an automatic refund instruction for earlier entries.
4. Canada drawback eligibility warrants a documented recovery screen
What happened
CBP's Canada instructions confirm that the additional duties under headings 9903.03.12 through 9903.03.14 are eligible for drawback. That establishes a potential recovery route; it does not prove that an individual entry meets the claim requirements.
Sources: CBP: September 15 Canada filing instructions
Real-World Breakdown
Illustrative workflow: An importer pays the Canadian additional duty and later exports the merchandise. Before Finance records a recovery estimate, the claims team needs the import entry, proof of duty payment, the export record and the evidence needed for the chosen drawback method. An unmatched export invoice is not enough to support a claim.
Procurement Action
- Finance: identify paid entries that may connect to subsequent exports or qualifying destruction.
- Trade Compliance and the drawback specialist: confirm the method, evidence and filing deadline for each candidate.
- Track estimated recovery separately from an approved claim and cash received. Preserve entry-specific rights while questions are resolved.
| CBP Entry No | Enter the entry identifier already established in Data Input. |
| Program Type / Refund Route | Select the supported drawback program and filing route after specialist review. |
| Memo Approved / Filing Status | Record the actual review and filing state; do not mark a claim approved from a news report. |
| Notes | Record the relevant Section 338 heading, export/destruction evidence and unresolved eligibility checks. |
| Est. Refund ($) / Deadline | Review calculated outputs against the actual claim method and legal deadline. Do not assume a generic workbook result establishes either. |

What to Monitor
Keep drawback, post-summary corrections and IEEPA-related recovery in separate filing paths. Do not treat CAPE timing as a universal refund deadline or pause a filing solely because an oral argument is scheduled.
5. Pizza boxes join the investigation watchlist; hydraulic cylinders remain a sourcing risk
What happened
The U.S. International Trade Commission instituted preliminary pizza-box investigations involving China, Malaysia and Türkiye. The allegations cover dumping from all three and subsidies from Türkiye. Its conference is September 30, 2026 at 9:30 a.m.; appearance requests are due by noon September 28, and written briefs by 5:15 p.m. October 5, 2026.
Sources: USITC: corrugated pizza box investigations
In the separate hydraulic-cylinder cases announced September 9, 2026, Commerce lists five countries for antidumping investigations and China, India and Mexico for subsidy investigations. Preliminary injury determinations are scheduled on or around September 28, 2026. Petition margins are allegations. They are not current deposit rates.
Sources: Commerce: hydraulic cylinder investigations
Real-World Breakdown
Illustrative sourcing problem: A restaurant packaging buyer can compare qualified box suppliers relatively quickly. An equipment manufacturer may need engineering approval and durability testing before changing a cylinder. Both buyers face uncertain future duties, but the cylinder buyer may need a much earlier qualification decision.
Procurement Action
- Identify the actual manufacturer, origin and product specification for each potentially covered part or packaging item.
- Separate current duty from a clearly labeled stress test. Keep alleged petition margins out of payable-duty accruals.
- Ask engineering or quality teams for alternate-source qualification lead times and compare those dates with the investigation schedule.
| Date / Event | September 30, 2026 / Corrugated pizza boxes preliminary conference. |
| Program / Country | AD/CVD investigations / China, Malaysia, Türkiye. |
| Impact Level / Status | Assign impact from your exposure; track the investigation as open, with no new deposit rate established by initiation. |
| Owner / Notes | Trade Compliance; include September 28 appearance requests and October 5 briefs. Confirm case participation with counsel. |
For cylinders, add or review a separate September 28, 2026 injury milestone. Commerce's conditional preliminary dates are November 12, 2026 for subsidy determinations and January 26, 2027 for dumping determinations; extensions are possible.
What to Monitor
Watch injury findings, scope changes and Commerce's subsequent determinations. A positive preliminary injury finding still requires checking the next legal step before entering a deposit rate.
6. October 29 is the deadline to document foreign trade barriers
What happened
USTR's September 14, 2026 notice seeks input for the 2027 National Trade Estimate Report. Comments are due October 29, 2026 at 11:59 p.m. EDT in docket USTR-2026-0498. The process covers barriers affecting U.S. exports, services and investment and also informs the telecommunications-agreement review.
Sources: USTR: 2027 National Trade Estimate comment notice
Real-World Breakdown
Illustrative submission: A supplier repeatedly faces a duplicative certification requirement in an export market. A useful evidence file identifies the rule, affected products, shipment dates, added cost and the business effect. A general complaint about difficult trade gives the reviewer much less to evaluate.
Procurement Action
- Commercial and Procurement teams: identify barriers for which the business has documented experience.
- Trade Compliance: collect the rule, dates and quantified impact; coordinate confidential information handling and submission requirements.
- Assign an internal review owner before committing to a submission.
| Program | 2027 National Trade Estimate Report |
| Country | Multiple; specify the markets covered in your submission. |
| Comment Due | October 29, 2026, 11:59 p.m. EDT |
| Hearing Date | None announced in this notice. |
| Status / Submitted? | Open / No until the submission is confirmed. |
| Notes | Docket USTR-2026-0498; retain the submission confirmation. |

What to Monitor
Watch docket instructions and any subsequent trade action separately. Filing a comment does not itself create tariff relief.

Irish whiskey: the announcement still needs customs implementation | ANNOUNCED SEPTEMBER 13
President Trump said he would remove tariffs on Irish whiskey during the Irish Open trophy ceremony. The reviewed announcement establishes that commitment, not an entry instruction. This edition has not verified an implementing effective date or customs notice.
Procurement action: Preserve the broker-confirmed operating rate and model possible relief separately. Add the announcement to Monthly Watchlist using Event, Why It Matters, Procurement Question and Date Added. Do not promise customer savings before the legal change is operational.
Glycine: India and Japan preliminary results point in different directions | PRELIMINARY
India subsidy rates are 39.75% for Kumar Industries, 104.92% for Mulji Mehta Enterprises and 39.75% for Mulji Mehta Pharma. Japan dumping margins are 3.25% for Yuki Gosei Kogyo/Nagase and 0.00% for Resonac.
Procurement action: Record the September 14, 2026 review findings by company. Update a scenario register while retaining the current deposit instructions until final results change them. A preliminary zero does not establish a zero total import duty.

Honey: country averages conceal exporter-level differences | PRELIMINARY
| Origin | Preliminary dumping margins |
|---|---|
| Argentina | NEXCO 1.93%; Villamora 6.80%; non-selected reviewed companies 3.48%. |
| Brazil | Melbras 1.67%; Minamel 2.64%; non-selected reviewed companies 2.16%. |
| Vietnam | Ban Me Thuot 30.21%; Daklak 39.61%; listed separate-rate exporters 34.91%. |
Four Vietnamese exporters preliminarily fail separate-rate eligibility; the Vietnam-wide rate remains 60.03%. The proposed findings do not activate new deposits on September 14, 2026.
Procurement action: Match each purchase to the legal exporter and review coverage. Record the case stage alongside every scenario rate so Finance can distinguish a forecast from the operating deposit.
Sources: Commerce: Argentina honey preliminary results · Commerce: Brazil honey preliminary results · Commerce: Vietnam honey preliminary results
India quartz: Pokarna receives a preliminary zero margin | PRELIMINARY
Commerce lists Pokarna Engineered Stone at 0.00%, and Cuarzo/Beyyond and non-selected reviewed companies at 4.91% in its September 14, 2026 preliminary results.
Procurement action: Flag potential future savings for the correct exporter. Continue the current deposit treatment and keep any possible assessment outcome contingent on final results and entry-specific instructions.
Russia and Iran sanctions legislation advances through House procedure | SEPTEMBER 14 COMMITTEE ACTION
The Rules Committee reports a 7-3 vote on September 14, 2026 for the rule providing consideration of the Senate amendments to H.R. 5334. The committee also rejected, 3-7, a motion to allow an amendment striking broad secondary-tariff authority.
Procurement action: Treat the committee action as a legislative milestone. It is not evidence that a new tariff has become payable. Maintain sourcing stress tests separately and follow enacted text, presidential action and customs implementation before changing accruals.
VTB receives an additional Iran-related designation | SANCTIONS, NOT A TARIFF
Treasury designated VTB Bank under Executive Order 13902 on September 14, 2026 for operating in Iran's financial sector. Treasury says the additional Iran designation increases sanctions risk for foreign financial institutions that continue dealing with VTB.
Procurement action: Treasury and Compliance should screen bank details and payment chains for affected transactions before release. Update the counterparty review record and escalate matches through the sanctions process. Keep this separate from the customs duty model.
Egypt reduces safeguards on three categories of flat steel | SCHEDULED SEPTEMBER 14 REDUCTION
Egypt's WTO notification schedules the first reduction for September 14, 2026. Cold-rolled coil moves to 13% of cost, insurance and freight (CIF) value, minimum $79 per ton; galvanized steel to 13.5%, minimum $90; and pre-painted steel to 14%, minimum $118. Product exclusions apply.
Illustrative calculation: At $500 CIF per ton, 13% is $65, so a covered cold-rolled-coil shipment reaches the $79 minimum. At $1,000 per ton, the percentage gives $130. Confirm scope and Egyptian entry treatment with the local broker; this is an Egyptian import charge, not a U.S. import rate.
EU-India steel access belongs in a future agreement scenario | NOT YET BINDING
The Commission's published agreement package includes a dedicated steel tariff-rate-quota annex. Its notice says the texts may change during legal revision and the agreement becomes binding only after each side completes the necessary procedures for entry into force.
Procurement action: Retain existing EU import treatment. Verify the final annex, product allocation, origin rules and quota administration before booking preferential access.
Dates That Change the Work
| Date | Trigger | Owner and action |
|---|---|---|
| September 14, 2026 | Copper declaration enforcement; methionine and shrimp deposit notices. | Trade Compliance: verify accepted filings and company-specific instructions. |
| September 15, 2026, 12:01 a.m. Eastern | Canada revised Section 338 scope. | Trade Compliance and Finance: apply the correct line-level treatment. |
| September 28, 2026 | Pizza-box conference appearance requests, noon; cylinder injury decisions on or around this date. | Counsel: confirm participation deadlines and monitor the investigation record. |
| September 30, 2026, 9:30 a.m. | Pizza-box preliminary conference. | Trade Compliance: retain the case record and supplier scope assessment. |
| October 5, 2026, 5:15 p.m. | Pizza-box written briefs. | Counsel: validate the filing requirements in the notice. |
| October 29, 2026, 11:59 p.m. EDT | 2027 National Trade Estimate comments. | Policy/Compliance: file an evidence-based submission if participating. |
Executive Decisions: Assign the Change to the Right Owner
- Procurement: Give each exposed order a supplier-document owner and a sourcing response proportionate to the confirmed risk.
- Finance: Separate payable duty, estimated deposits, potential recovery and future scenarios in the cost forecast.
- Trade Compliance: Confirm the classification, origin, company and operative entry date before changing the filing instruction.
Quick Questions, Plain Answers
Does every Canadian product face a new 75% tariff?
No. The September 15, 2026 action changes specified tariff lines and their interaction with other duties. Confirm the applicable Section 338 heading, exclusions and any other duty for the actual product.
Can I use a preliminary zero dumping margin immediately?
No. A preliminary review result does not itself replace current deposit instructions. Confirm final results, company coverage and the relevant entry date.
Can an unknown copper smelt country be left blank?
CBP permits OTH when a country is unknown, but the required declaration must be transmitted for covered entries. Coordinate the correct record with the broker.
Has the Irish whiskey announcement established a customs effective date?
This edition verified the announcement but not an implementing customs effective date. Keep the operating treatment until the broker can confirm the legal change.
Are the tracker images actual screenshots or completed updates?
They are disclosed illustrative rebuilds. Captions distinguish proposed calendar rows from existing workbook sample data. The live workbooks were not changed for this article.
