Refund Eligibility Status — August 2026
“We recovered $1.2 million in tariff refunds in one quarter using the Tariff Refund Tools, without hiring outside consultants.”
— VP of Trade Compliance, Fortune 500 Manufacturer
Built-In Automation: The Filing Path Decision Model™ Tab
Inside the TRS-197 workbook, the Filing Path Decision Model tab automatically evaluates your product category, country of origin, liquidation status, and tariff type — routing each entry to one of four automated recovery channels:

See It Live: The Filing Path Decision Model Tab
This is the actual tab inside your workbook, not a general recommendation. Set the dropdowns once per entry — product category, country of origin, liquidation status, tariff type — and the model auto-routes the row to CAPE, a Form 19 Protest, Duty Drawback, or a Post-Summary Correction.
The four cards below are that tab’s four output channels, each with its own tools and templates once an entry is routed there.
CAPE Portal Preparation
CBP’s official IEEPA refund portal, live since April 20, 2026 inside the ACE Secure Data Portal. The Suite identifies your IEEPA-eligible entries, flags CAPE Phase 1 vs Phase 2 eligibility, builds the CAPE-ready CSV, and tracks every refund through completion.
CBP Protest (Form 19)
File within 180 days of liquidation to challenge duty rates, classification, valuation, or post-SCOTUS IEEPA overpayments. Pre-formatted Form 19 protest letters, internal authorization memos, and broker handoff templates included.
Duty Drawback
Recover up to 99% of duties paid on imported goods subsequently exported or destroyed. Drawback Estimator matches export records to import entries automatically, with filing templates for each drawback type.
Post-Summary Correction (PSC)
Voluntary disclosure of classification or valuation errors to CBP before an audit triggers enforcement. Reduces penalty exposure and preserves compliance standing. The proactive recovery path for internal teams.
Is the Tariff Refund Suite a service or a software product?
It is software you run yourself, not a done-for-you service. You buy it once for $197 and your own team operates it. Nobody files on your behalf and nobody takes a percentage of what you recover. “Services” describes what it replaces, not how it is delivered.
What a customs recovery consultancy actually sells you is eligibility screening, refund calculation, document preparation and status tracking. That is the work this system does. You keep it in-house, you keep the full refund, and the audit trail stays on your own systems.

Why is tariff refund recovery a finance issue and not just a compliance task?
Because overpaid duty is working capital sitting on CBP’s balance sheet instead of yours, and the loss becomes permanent on a date nobody announces. Entries generally liquidate 314 days after entry; the protest window closes 180 days after that. Miss it and a recoverable receivable becomes realized cost of goods sold.
That reframing is the whole argument for owning this in finance with compliance executing, rather than treating it as a filing chore. A missed liquidation date is not a compliance lapse — it is a permanent, unrecoverable margin hit that no one gets a notification about.
Why Tariff Refund Recovery Is a Financial Control Issue
Overpaid tariffs are not a compliance footnote. They are a direct hit to gross margin, cash flow, and financial reporting accuracy. Every dollar recovered goes straight back to the bottom line.
Cash Flow Recovery
CAPE refunds paid by ACH within 60-90 days, with statutory interest. Direct cash back to the bottom line.
Gross Margin Restoration
Overpaid duties were absorbed as cost of goods. Recovery restores margin on prior-period imports.
Audit-Ready Documentation
Every refund traced to a CBP entry, supporting documentation, and a legal authority citation.
CBP Compliance Posture
Proactive PSC filings reduce penalty exposure and strengthen your compliance standing with Customs.
Historical Entry Correction
3-year overpayment audit identifies misclassification, rate errors, and missed exclusion windows.
Executive Reporting
Pre-built SOP slide deck for board reporting and stakeholder briefings on recovery progress.
After IEEPA tariffs were struck down, the administration imposed a new 10% global tariff under Section 122 of the Trade Act of 1974, effective February 24, 2026. It expired July 24, 2026 at its 150-day statutory cap — no new Section 122 duties are being collected. The Court of International Trade had already ruled it unlawful on May 7, 2026; that ruling is on appeal at the Federal Circuit, and CBP collected throughout under a stay.
What to do now: your refund windows are still open. Post-Summary Corrections remain available before liquidation and protests for 180 days after each entry liquidates — and if the appeal upholds the CIT’s ruling, every dollar paid February 24 to July 24, 2026 may become the next CAPE-style refund opportunity. Importers with organized records will be first in line. The Suite includes a Section 122 Tracker built for this.
Who Uses the Tariff Refund Services System
Essential for any importer who has paid tariffs in the last 3 years. If you import products subject to Section 301, Section 232, Section 122, or paid IEEPA duties before the SCOTUS ruling, you likely have refund-eligible payments sitting unclaimed.
- ◆ Trade Compliance Managers tracking exclusion and protest eligibility
- ◆ Customs Brokers preparing CAPE filings, protests, and drawback claims
- ◆ Finance Controllers recovering overpaid duties to restore margin
- ◆ Procurement Directors auditing historical import costs
- ◆ CFOs and FP&A teams quantifying recovery impact for board reporting
- ◆ Supply Chain Leaders coordinating refund efforts across business units
Buy Once. Update Forever.
The tariff landscape is moving weekly. The Suite moves with it. Every customer receives every future update automatically — no upgrade fees, no new SKU, no subscription. Customers who bought in February have received five major updates at no extra cost. The v2.5 Phase 2 release shipped June 29 when the CAPE Phase 2 portal opened — already in your download, like every update before it.
What does tariff refund recovery actually cost?
Three models. Doing nothing costs you the full refund. A specialist recovery firm charges $15,000 to $35,000 per engagement, or $5,000+ per claim, often plus 10-30% contingency. The Suite is $197 once, with every update included and no percentage of your recovery.
The structural difference matters more than the sticker price: consultancy cost scales with how much you recover, so a good year costs you more. A one-time license does not.
| Approach | Typical cost | Contingency | What you get |
|---|---|---|---|
| Do nothing | $0 | None | Entries liquidate, windows close, refunds become permanently unrecoverable |
| DIY with spreadsheets | Staff time | None | No eligibility screening, no deadline tracking, high risk of missed liquidation dates |
| Specialist recovery firm | $15,000-$35,000 per engagement, or $5,000+ per claim | Commonly 10-30% of recovered duties | Full service, but no in-house visibility and cost scales with your recovery |
| Tariff Refund Suite (TRS-197) | $197 one-time | None | Eligibility screening, refund calculation, pathway routing, deadline tracking, document generation, ACH reconciliation, executive reporting |
Consultancy figures reflect typical market rates for customs refund recovery engagements as of August 2026. Verify quotes against your own solicitations.
How is this different from hiring a customs broker for refund services?
A broker files entries and can file protests for you. What no broker gives you is visibility: which entries qualify, what each is worth, when each window closes, and what has actually paid out. The Suite is that layer, in-house, for $197 once.
These are not mutually exclusive and most customers run both. Use the Suite to decide what to file and what it is worth; use your broker to transmit it. Where a licensed broker or customs attorney is still worth every dollar: complex classification disputes, binding ruling requests, prior disclosures with penalty exposure, and anything already under CBP audit.
Five Pages, One System. Here Is What Each One Answers.

Frequently Asked Questions
It is a software system you run yourself, not a done-for-you service and not a contingency engagement. You buy it once for $197, download it, and your own team operates it. Nobody files on your behalf and nobody takes a percentage of what you recover. The word services describes what it replaces: the eligibility screening, refund calculation, document preparation, and status tracking that a customs consultancy would otherwise sell you as a service engagement. You keep the work in-house, keep the full refund, and keep the audit trail on your own systems.
A broker files entries and can file protests on your behalf, typically charging $5,000 and up per claim, and specialist recovery firms charge $15,000 to $35,000 per engagement, often plus a contingency percentage of what they recover. What none of them give you is visibility: which of your entries qualify, what each is worth, when each window closes, and what has actually paid out. The Suite gives you that layer for a one-time $197 and keeps the analysis in-house. Many customers run both, using the Suite to decide what to file and their broker to transmit it.
No. An importer of record can file its own protests, Post-Summary Corrections, and CAPE submissions directly with CBP. The Suite prepares every document those filings require. Where a licensed broker or customs attorney is still worth engaging: complex classification disputes, binding ruling requests, prior disclosures with penalty exposure, and anything already under CBP audit. The Suite is built to make the routine work self-service so your outside spend goes only to the genuinely contested matters.
Three models. Doing nothing costs you the full refund. A specialist recovery firm charges $15,000 to $35,000 per engagement, or $5,000 and up per individual claim, frequently plus 10 to 30 percent contingency on recovered duties. The Tariff Refund Suite is $197 once, with every future update included and no percentage of your recovery. On a single mid-size protest the Suite pays for itself several times over, and the cost does not scale with how much you recover.
Because overpaid duty is working capital sitting on CBP’s balance sheet instead of yours, and because the loss becomes permanent on a date nobody announces. Entries generally liquidate 314 days after entry, and the protest window closes 180 days after that. Miss it and the entry is legally final, which turns a recoverable receivable into a realized cost of goods sold. That makes refund recovery a cash-flow and gross-margin question owned by finance, with compliance executing, rather than a filing chore owned by compliance alone.
Trade compliance managers running multi-authority refund programs, finance controllers recovering overpaid duties to restore gross margin, procurement directors auditing historical import costs, customs brokers preparing protest and drawback filings for clients, supply chain leaders coordinating recovery across business units, and CFOs or FP and A teams quantifying recovery impact for board reporting. The common thread is an importer with entries subject to Section 301, Section 232, Section 122, or IEEPA duties.
Everything a customs recovery consultancy bills for except transmission itself: eligibility screening across Section 301, 232, 122, IEEPA and drawback; refund calculation per entry; pathway routing to CAPE, protest, drawback or PSC; deadline tracking against liquidation dates; document preparation including CBP Form 19 protest letters and PSC cover letters; ACH disbursement reconciliation; and executive reporting for leadership. You run all of it in-house on a one-time $197 purchase.
Questions this page deliberately does not duplicate, so each page in the cluster owns one clear answer: what CAPE is and when Phase 2 opened · filing deadlines by pathway · which pathway applies to my entry · how the Command Center works · do I get future updates.
