A protest under 19 CFR Part 174 needs the entry number, port of entry, date of liquidation, importer of record number, a specific statement of the decision being protested, the claimed correct classification or rate, the refund amount sought, and your legal authority. It must be filed within 180 days of liquidation under 19 U.S.C. §1514.

The Court of International Trade had already ruled it unlawful on May 7, 2026; that ruling is on appeal at the Federal Circuit, and CBP collected throughout under a stay.

Post-Summary Corrections remain available before liquidation and protests for 180 days after each entry liquidates — and if the appeal upholds the CIT’s ruling, every dollar paid February 24 to July 24, 2026 may become the next CAPE-style refund opportunity.
