What is CBP’s CAPE portal?
CAPE stands for Consolidated Administration and Processing of Entries, CBP’s official refund portal for IEEPA duties inside the ACE Secure Data Portal. It accepts a CSV of entry numbers and pays approved refunds by ACH within 60 to 90 days. CBP has paid out more than $100 billion across 17.6 million-plus entries.
CAPE processes the refund. It does not tell you which of your entries qualify, what you’re owed, or whether an entry belongs in Phase 1 or Phase 2 — that preparation work is what Tariff Refund Suite™ does before you ever touch the portal.

The current refund opportunity is the result of a rapid sequence of government actions since February. Here is the sequence every importer needs to understand.
Am I eligible for an IEEPA refund?
You likely qualify if you imported goods between April 2, 2025 and February 2026 and your entries carried an IEEPA-based tariff surcharge. The Supreme Court ruled February 20, 2026 that IEEPA does not authorize tariffs. Roughly 330,000 importers are eligible to recover duties from an approximately $166 billion pool of collected IEEPA duties.
Eligibility is entry-by-entry, not company-wide — one import history can contain a mix of IEEPA-dutied and non-IEEPA-dutied entries. The Suite’s eligibility screener flags each one individually against IEEPA Chapter 99 HTSUS codes.

Why do I need a tool if CAPE is free?
CAPE is a submission portal, not a preparation tool. It does not identify which entries are IEEPA-eligible, calculate your refund, or screen Phase 1 versus Phase 2 eligibility. What data do I need before I can start a tariff refund claim?
Five fields per entry, all of which you already hold: CBP entry number, entry date, HTS code as filed, country of origin, and duty paid. Every one appears on your CBP Form 7501, your ACE Entry Summary report, or your broker’s statement. Paste those columns into the Data Input tab and the workbook does the rest.
You do not research or estimate anything. For a refund filing the HTS code is evidence, not a guess CBP matches your protest against the code as filed. Once the code and country are in, the workbook fills current rate, estimated duty at today’s rates, region, applicable authority, and the routing decision automatically.

What are the prerequisites for filing through CAPE?
You need an active ACE Secure Data Portal account as Importer of Record, or through an authorized broker, plus ACH refund enrollment inside ACE since CAPE pays electronically only. Entry numbers must be exactly 11 alphanumeric characters, with the first 3 matching your ACE filer code. The Suite’s CAPE Submission Prep tab checks every prerequisite before you file.
Pre-Filing Checklist
Confirm your ACE Portal account is active. Enroll in ACH refunds (CAPE pays electronically only). Verify your filer code. Confirm entry numbers are 11 alphanumeric characters. The Suite walks through every prerequisite with status flags.
Collect Your IEEPA Entries
Import your entry history into the Data Input tab. The Suite cross-references against IEEPA Chapter 99 HTSUS codes and flags every entry that included an IEEPA surcharge.
Screen for CAPE Phase 1 Eligibility
The Eligibility Checklist flags each entry as CAPE Phase 1 eligible (unliquidated or within ~80 days of liquidation), Phase 2 eligible (now live), or routes to a different pathway (Protest, PSC, Drawback).

CAPE Phase 2: What It Covers
Phase 1 captures roughly two-thirds of IEEPA-dutied entries. The other third was waiting for Phase 2 — now open. If your entries fall into any of these categories, you are exactly the customer Phase 2 was designed for.
When does CAPE Phase 2 open and what does it cover?
CAPE Phase 2 has been live since June 29, 2026. It covers what Phase 1 left out: entries liquidated more than about 80 days ago, foreign-trade-zone entries including Type 06 withdrawals, drawback-linked entries, and entries flagged for reconciliation. What is happening with the Section 122 tariff?
The 10% Section 122 global tariff, effective February 24, 2026, expired July 24, 2026 at its 150-day statutory cap. No new Section 122 duties are collected, but refund windows stay open: Post-Summary Corrections before liquidation, and protests for 180 days after each entry liquidates.
The Court of International Trade ruled Section 122 unlawful on May 7, 2026; that ruling is on appeal at the Federal Circuit, and CBP collected throughout under a stay. If the appeal upholds the CIT’s ruling, every dollar paid February 24 to July 24, 2026 may become the next CAPE-style refund opportunity. Importers with organized records will be first in line. The Suite Routes Every Entry to the Correct Pathway
Not every refund flows through CAPE. The Filing Path Decision Model routes entries Phase 1 and Phase 2 do not cover into one of three alternative channels — automatically.
What if my entry is not eligible for CAPE Phase 1?
